New Window Links in Sharepoint

We just started using Sharepoint at my work and we have a web portal with links to many other programs that we use day to day. We are trying to get the links to open a new window instead of opening in the same window. We tried adding the normal target="_blank" to the URL but it gives an error message. The admin is stating that he has to install a plug-in to Sharepoint for these links to open in a new window. Is this true or is there a way around this?
 
It's true; it's true. Or you could build a customized template as described here or put instructions on the page to have the user Shift->click if they want a new window.

I've been using Sharepoint (SP) for a few months now, and suddenly a couple of days ago, the SP files (i.e. Excel & Word) started opening with a "%20" inside the file name. I understand that this may be an issue where it wants to open in my browser, and does not like file names with spaces in them. But like I said, it just started happening, and it has worked fine with spaces in file names for a few months now. I'm also checking with my network co-workers to see if they may have changed anything, however, they are not having this problem in SP. Thanks.
