New system acting posessed

I got a new mobo for my parents and hooked it up and I keep having odd posting problems. Sometimes it boots, sometimes it doesn't. By boot, I mean it turns on the monitor. It also crashes alot in the BIOS. I tried 4 different stix of ram and the cpu appears fine. It seems that once you turn it off and on again at the back, it stops working untill you move the ram to another slot and/or reseting the BIOS. It's really weird, it probably is just random. What is the cause of this problem? The ram works fine in other computers. This is the system (without drives, not worrying about thoes yet)

-350 watt PS
-AMD Athlon XP thouroughbred 1700+
-256 mb Samsung pc3200

Try another power supply.

I have tried 2 power supplies, one I know works fine, the other brand new.

Have you tried to set the BIOS setup to it's defaults?
