Does this require separate NetImpress license for each client or each management console?

Neither. You only need one license for each computer ESI is run on. ESI is run from an administrator computer.

This is from the SMS Expert (ESI developer) FAQ page:

How many licenses to I need to purchase for my site?
One license is good for a single site architecture. Whether you have one site server, or fifteen. However, if your corporation has a number of independent SMS sites administered by different admins or have different requirements, these sites will need their own license.


How much is the ESI tool?
Unlike other solutions that require external services and cost "per seat", the ESI tool is only $99 per copy.
