Depending on the users access to the folders (if you haven't changed this then they will see all of the folders and fields) then they will be able to create their own reports. Though the effectiveness of their report writing will be dependant on their understanding of the data, naming convention used in the cube and their ability to use Impromptu.
If you want users to create reports be sure to properly name all folders and fields and make sure that your joins are correct and train them.
Also assuming they actually have Impromptu user or Admin installed on their machine. They can't write reports that are distributed using Impromptu Web Reports.
You only need PP if you want to look at summary data. If the Impromptu reports give you want you want in terms of data, & you have no budget, I would stop there.
PP however is a very worthwhile investment & complements Impromptu nicely. Looking at cubes of data, and then drilling into the Impromptu reports is what PP does.
