New Pri Loop (DTIC prompt)? 1

I am installing two new loops (28 and 29) in an Opt 61c. When installing the loops in LD 17 >CEQU I get to the prompt DTIC and enter (28)the loop number that I am installing which happens to be 28 and get a SCH 2022. It says that DTIC needs to be the Starting network loop slot for the PRI card (card slot used by the T1) and the loop must be even. 0..4..8...156. My dual/pri card is in shelf 1 slot 6 which makes it loop 28. What am I missing. I'm not sure what the DTIC is I guess. I thought it would be 28. Any help would be appreciated.

enter past this prompt - this was for the QPC720 cards that took two slots and you would tell the switch which loops will not be available for something else because you have the card in the slots.
