New Cumulative Inc Policy - backing up everything

OK, I created a new cumulative incremental policy, added two clients. The first night it backed up everything - to be expected I think as there was no full backup.
Second night - did the same, backed up everything.
I've checked all configurations, double checked against existing policies that work and can't find any notes in the help files or by searching this forum.
Can any of you guys shed some light on where I may be going wrong? Any ideas would be appreciated.
I'm guessing that it is something really stupid that I have overlooked.

Cumulative = backup everything that has changed since last full backup. By its definition it is working correctly.

Differential = backup everthing that has chenged since the last full and any previous differentials.

sunday full

monday
changed file abc
differential will backup abc
cumulative will backup abc

tuesday
changed file xyz
differential will backup xyz
vumulative will backup abc AND xyz

wednesday
changed file qwert
differential will backup qwert
cumulative will backup abc AND xyz AND qwert

What about a windows environment. The cumulative wont backup files backed up in the DIFF cos the archive bit has been cleared.

NetBackup recommends that you do not combine differential incremental backups and cumulative incremental backups within the same Windows policy when the incremental backups are based on archive bit (default).

If you have never done a full backup of this client before, this policy will do a full until full is complete.
