New contacts not listed

Using Office 2K. If I add a Contact it shows up in the "Contacts" section, but when I start a new email and click on "To" the Contact is not listed. I have tried removing the service, recreating the contact, and recreating the profile. The Contact entry is not marked as private. Problem still exists. I have confirmed the address as well.

I'm not sure what else to look at. Any ideas?

Check the properties of the contacts folder and make sure on the 'Outlook Address Book' tab that the 'Show this folder as an e-mail Address Book' box is checked.

It is checked. All of the older contacts appear (approx. 800 of them). Only new ones do not.
