New computer - can't get Windows XP to load!

HELP Please! I've just built a new computer with the following components:
Lian-li 6070 case
Zalman 400w quiet PS
Asus k8vse Deluxe MB
AMD 64 CPU
Hitachi 60 gig Sys drive (Master on primary IDE)
Hitachi 160 gig Data drive (Slave on primary IDE)
Maddog dominator MD-12XDVDRW-SE
2 - ULTRA 512MB PC3200DDR
GeForce MX440-8X
Windows XP Home

When I load the Windows OS CD, it first prompts me to partition the Master HD, then starts the installation process. It gets as far as "preparing to install", and after some time, I get the error listed below. I've even tried unplugging my slave HD and re-installing with just the master. One thing I noticed is that if I go into the BIOS screen, I see that the HD's are properly visible, yet upon reboot, I get a quick message that says no device found???
Can someone give me some direction on where to go from here?

Here's the error message from OS install:

"One of the components that Windows needs to continue setup could not be installed". "The system cannot find the file specified".
Error:
SXS.DLL:Syntax error in manifest or policy file "D.\1386\asms\1000\msft\windows\GDIPLUS\GDIPLUS.MAN" on line 4.

Howdy:

Could be a bad XP cd.. Can you take it back from where you bought it and have it exchanged??

I purchased it as an OEM version from Tiger Direct with some of my other components. It was packaged as new. Do you really think it's bad?
 
Turns out my XP Home CD was defective!
Installed from a new CD and it worked!
