new carrier cia took over phone lines.

Hi guys happy new year.Well this is the situation the cia cablevision took over the verizon phone lines,so when i cross connected the trunk lines to new carrier demark side and test the lines on cablevision i call out without dialing 9 the call went out w/no problem but when i dial out from the phone system it didn't work of course i used 9 to go out on the call.I call the new vendor and toll me that i need to do some changes in the programing in the phone system by the way is norstar plus modular ics,rel 02d so does any body has any ideas to correct this problem.Thanks.
 
Check each DN and see if external hotline is enabled and remove the 9 that was entered.
 
Put the lines on a phone and see if direct access you can dial out then you will know if it is the lines or the routing. Did you get the same amount of lines as the verizon.
