New analog lines for 911 routing

Even though I've been "supporting" my phone switch for about 2 years, there are still lots of things that I haven't needed to do yet. One of them is prepare for the installation of two more lines. Currently, when we call 911, our address doesn't come up at the PD. They have no idea where or who we are. I was told that the easiest/best way to fix this is to have two dedicated lines to route 911 calls down.

When Qwest comes out to install the lines, what exactly will they do and what will I have to do to on the switch? I know my question is a bit vague, but I still consider myself to be a noob when it comes to phone switch support/maintenance.

I am working with an Avaya S8500 Media Gateway.

Add the two lines to a CO card. Build a new trunk group with these as the only members. Build a Route Pattern that sends dialed digits 911 or 11 (using digit conversion) over this new trunk group.

Have the trunk group's incoming destination be the main desk of the security office, or someone else who has a feel for what is going on at your location. Dispatch will call back on the number they see if they get a hang up.

Ask your LEC how much time they need to add the trunks to the 911 database. Test only after that time period has passed. Test by dialing 911 and tell the dispatch operator that 'this is NOT an emergency..I was told by your group that you could not see our address and phone. Can you see both now?"

You will have to set up ARS to have the 911 & 9911 calls go out the new 1FB's from Qwest. Below is an example of the ARS we have set up. Route pattern 2 is setup to go out the dedicated lines.

Am I going to have to do anything with the lines after Qwest installs them??
adminman3 - What is the process for "adding the two lines to a CO card?" Is that just programming the switch? Do I physically have to do anything to the actual lines or just configure the switch to use them?

What the CO card is will depend on what you have for Gateways.

If you have a G650 or even an MCC/SCC configuration you will need to find a CO trunk card with two available ports. In ASA use the Fault and Performance tab and pull up Hardware Manager or in SAT do a 'list config all' and see if you have a TN747 card with unused ports. Qwest is going to hand the lines off at the demarc (make sure they tag them if you're not going to immediately do the connection) and you will need cross connect to the available ports.

After that is done you'll need to build a trunk and get into the ars routing but finding CO trunk ports and cross connecting is where you start.
 
I went into Fault and Performance, and I did find a CO trunk card and it has 7 available ports. Is the cross connecting easy enough for someone with very little experience to do, or should I expect to have someone come out to help?

If you have a punch down tool it is a piece of cake, two wires punched to the demarc and run over to where your CO trunk card is wired on your frame. Qwest is just handing you analog lines like your home phone there's nothing fancy about the wiring. If you have wired up an analog station like a fax machine you can do this connection.

The CO trunk card only has 8 ports and they are not connected all in a line. If the first port is (for example) 01A0201 and you are using 01A0202 and 01A0203 then you will have a wire connected to the very first spot on the frame and for the second connection you will skip two and wire the fourth spot, skip two again and wire the seventh spot. On 110 blocks put together right it should be that all the blue spots are hot.
