I am unable to install software on client machines without adding the user to the adminstrator group of the local machine. I am open to suggestions.

One way that works pretty good is to use Intellemirror and Group Policies to create a repository of authorized applications that can be installed from the list in add/remove programs. Using this method the users don't need administrative rights on the local machine to install the supplied applications.
