Never completely boots up.

I have experienced several computers booting up but never completely finishing - Only to start the cycle of restarting over again. My first response was bad hardware(HDD). Now I am suspicious that it may be the cause of something I am Unaware of. Can anyone offer alternatives.
 
search this and other forums - you'll find lots of possible reasons! Really needs to be in context - ie, background history - to be able to give a reasonable opinion. Corrupted registry hive files - Sam, Security, Software & System is a common cause. Viruses/malware, hardware & bad drivers are others.
 
All of the systems in question were XP Pro. These systems do have a little age on them (3-5 years). So I am leaning more to the power supply side. I will be tesing that shortly.
