networking woes with direct pc

where do i start? network used to run fine until i built new machine. kept all settings for network then blew out machine reinstalled now i cant ping see other machines.ive removed software reinstalled and sometimes i see them sometimes i dont.settings are as follows
direct pc ip add 10.20.130.115
subnet 255.255.255.0
default gtwy 206.71.110.87
dns server 198.77.116.8
host machine name peter
ip add 192.168.0.1
subnet 255.255.255.0
next machine
name deesmachine ip 192.168.0.3
subnet 255.255.255.0
def gtwy 192.168.0.1
dns server 198.77.116.8
alt dns server 198.77.116.12
this machine also runs win 200 pro
third machine dencomputer
ip add 192.168.0.2
subnet 255.255.255.0
def gtwy 192.168.0.1
dns 198.77.116.8
alt 198.77.116.12
dencomputer runs wind pro xp.
can someone help me figure this out. thanks
 
Are you using a software firewall/internet connection sharing app such as Wingate? File and printer sharing enabled on all PC's?

Just to clarify - the directpc is the only one that has this problem, correct? All other clients can ping and browse without problems?

no no other apps applied or running. file and print sharing enabled on other clients. clients cant ping host message is request timed out. cant see clients from host but can see host from clients. try to access host from client message is network path cant be found. ive tried everything i can think of nothing works same problem whatever i do.
