Network Region Issue

I have a main site with 8730 running 5.2 with several medpro's/clans. I have about 8 remote lsp sites off this main hub. My IP network map table is setup with the proper subnets. each site is setup with a different network region for each. Our main site is NR1 and we have a direct WAN connection to an intermediary region 250. Each remote branch network region is setup with direct wan access to NR250, which has all the cac limitations for each. The codec set is the same for all on all tables.

I'm having an issue where my remote branch A cannot call remote branch B. I'm getting denial events:
1025 Incompatable Bandwidth terminated to an endpoint or trunk group Requested that cannot support the bandwidth.
and
2332 No BW, prowler <-> MG No. Between processor bandwidth and channel resources media gateway.

These sites are able to call other branches and the main site with no problem, but not eachother. What is missing here.. all NR's etc.. are setup exactly the same. My network engineer states all network connectivity between are fully routed. So the users in these sites cannot call eachother 4 digits. IGAR/DTP aren't failing over to the PSTN, but that's a completely separate issue.
 
If I understand correctly have youtried the UNIFORM DIAL PLAN TABLE

these sites are all collapsed onto the same hub. The extensions for both remote sites are resident on the hub site as regular extensions and not a udp/aar entry.
 
Do you have a non-direct connection configured between branch A and branch B with 250 as the intervening region?
 
250 is the region both branches connect directly to and from there 250 directly connects to NR 1 which is the main core.
 
Could you paste your network region config?

Specifically for Site-A to Site B - and also for a working site
