Network Neighborhood Icon is Lost

I have installed a fresh copy of Win98 on my pc but it seems that the Network Neighborhood icon is not there. I have read countless threads on the internet and everyone has advised to remove "Client for Microsoft Networking" and then install again and also enable file and printer sharing. I have done all these and also tried editing one of the registry keys (advice from Microsoft knowledge base) but still I am not able to see the icon. On top of that, I also tried TweakUI to see if I can enable it....but to avail. Please help :(
 
If dialup networking is not listed in My Computer then it is not installed. Go to control panel>add/remove>win setup>communications and see if dialup networking is checked, if not check it and click apply, It will probably ask for the install cd so have it ready. This is where Dialup Networking is installed from, without this checked you will have no Icon.. jackha
 
My dialup networking is installed. But I have tried removing it and installing again.....still cannot....
