network file xfer speed issues

We are running a win2k network 100baset. I have one pc (win98) that while it can access all resources without any speed issues, when we try to download a file off the server it takes 30times longer than from any other pc on the network. The pc has 2 nics (all of our machines do). They are not sharing resources (irq) with each other (or with any other device for that matter). We swapped cables, ports- even put a lap top on the same drop (the laptop worked fine). removed ip msnetworking and the nics and re-installed- same result. I moved the nics to different pci slots but still nothing....
I tried changing the netspeed settings on the nic but no change
Any ideas!!! Thanks

 
are all your computers connected to the same switch..?.. is the server connected to this same switch, or to another...?..

 
The pcs and server are all on the same switch- (we had put a laptop on the same drop the pc with the issue is and the laptop worked fine...thanks
