I have a remote site that runs the network off of a Wireless connection. It also has a full t-1 that we channelize for telephone connectivity. Would it be possible to somehow strip off part of the channels to carry data across if the wireless link was down.

You can either split your T1 and use some time slots for voice and some for data, or alternatively you can use ISDN data calls for dial-up connection.
