Netscape Directory Admin server ties into the IP address that was "current" when it was installed. If - say - you are using a laptop or any other pc that uses Dynamic IP addressing then as soon as the IP address changes you will no longer be able to login to the Netscape Admin service.
Cognos Support should be able to tell you how to change the IP address that Netscape is looking for whether you default it to 127.0.0.1 if you are not in production or set it to the actual IP address if you are.
Apart from what Pabloski is saying, you can configure netscape directory server when you install it. You can change the port and you have to use the same port while starting the admin server with the userid and password. If you have not changed the port then default is 20000. try with this. Your problem might get solved.
