NetBT 4321

I just installed two new Dell laptops on network.
Connecting just like all other pcs on network w/DHCP.
Am getting NetBT 4321 errors from every other computer on network:

The name "XXXX :0" could not be registered on the Interface with IP address 192.168.0.151. The machine with the IP address 192.168.0.11 did not allow the name to be claimed by this machine.

XXXX is a PC on the network. The 151 address is the new laptop and the 11 address is the WINS server.

I've found a whole bunch of references to this when the error is :1d (after the PC name), but nothing as to :0.

I've tried turning off the Computer Browser service on the laptops to no avail.
I've looked at other PCs on the network and none are showing this error in the log.
I'm not noticing any connectivity errors at all.

Does anybody have any ideas?
 
Is the Computer Name of the Laptop, the same as an existing Username or other Network Computer Name? What happens if you change the Computer Name anyway to something else?
 
Both laptops have unique names. Not the same as any system or user that has ever been on our network.

I did see this comment on the site among others.

"NetBIOS code "0: - Upon performing a check of "nbtstat -an" at the server, it lists <server name> a status of "Conflict". In order to resolve this, I opened up WINS, right mouse clicked on Active Registrations, Display Records, clicked Find Now, found the <server name> [OOh] record and deleted the entry. I then went back to a command prompt and ran "nbtstat -R", rebooted the server and the error went away and upon a recheck of nbtstat -an, the server name was registered".
 
My only guess is that it was the Dell Network assistant. I reinstalled XP using the same computer names, but not installing any of the Dell extras, and the problem did not reappear.
 
Ages ago there was a Issue with Compaq Deskpros (yes that long ago) where they installed software that allowed you to edit the MAC address (still on the servers). Unfortuantly they shipped several hundred / thousand of these with identical addresses, not an issue with a home desktop, but when installing 500 hundred, got a bit annoying!

Maybe the Dells have similar thing (neve used a Dell)?
