.NET soft as GPL Open Source?

Is it possible to have .NET software with General Public Licence? I would like to make Content Management System and offer it for free. Is it possible? Is there such a soft with C# and .NET?

From looking at the hype online it seems like Rainbow and DNN are the two big guns in open-source CMSs. Do you have any idea what the differences are?

What else besides the two above mentioned CMSs are out there?

I could be wrong, the I think DNN was an evolution of Rainbow and is more advanced and widely used.
