neopets error online using IE 6

Hey I have a wierd problem. everytime my sister goes to Neopets.com, and tries to go shopping, she gets redirected to this website.
then once we click on the link to see how we can fix this it takes u here...
Now I have turned off the windows internet firewall, she is using netzero high speed, and there is nothing in the setting for turning off a firewall. I have also tried to do what they suggest..
Go to Start -> Run, and type: "regsvr32 urlmon.dll" then click Run. If that didn't fix your problem(s), repeat the same command but replace "urlmon.dll" with each of the following:

shdocvw.dll
msjava.dll
actxprxy.dll
oleaut32.dll
mshtml.dll
browseui.dll
shell32.dll (windows xp and 2000 only)
and everything says successful. Please Help. thank you
 
Spyware/adware scan (AdAware SE), CWShredder, and IEFix. All free.
 
You could try cleaning out the Tempory Internet Files via IE/ Tools/ Internet Options.

Turning off your firewall is a VERY VERY bad practice. There is NO reason for a site to tell you to turn off the firewall if they are legit. At a major university it takes less than 2 minutes for a computer to become infected.

What they were referring to is the ADD blocker in Norton Internet Security which is set by default to block neopets and you either turn off that function in NIS or configure NIS to allow the site.
