I've tried to rename osk.exe in the system 32 folder running windows explorer as an administrator but it gives error that I need to be a trusted installer. How can I give trusted installer permissions to my administrator account so I can rename the file?

TrustedInstaller is actually a service not a "user right" that can be assigned.

You will have to take 'Ownership' of the file before you can rename it.
