Need to setup Access 2003 Template Up

I have a database that I've created for an office. I want it to be setup as a template so they can open it up, make their changes, and save it as a different name. Is there a way to do this in access 2003?

PS. This has to be very simple to use for the users. They don't like change, and 2 steps might be 1 to many.
