need to select/reload page all the time..

Hi
I have a problem here. I created a chinese web page for a client. Everytime we go to the page, we see a bunch of junk codes until we select the exact language from the View-Encoding-traditional chinese in the browser. My question is how to setup in Dreamweaver MX so that it remember the language setting without select the specific lang all the time. When I check the source code, it does have the charset=big 5 which means it recongizes it's chinese lang.
