Need to remove "9" from CDR reports

I have check the NTP but can't seem to remove the "9" from the CDR output on a Opt 11. I changed the OPD in the RDB but it only removed the ACOD, not the "9". Is there another place to look to remove the "9".Below is an example of what is output now.

Below is another site that outputs correctly. I have compared and both RDB are the same.

what rls and are they both the same rls? i was expecting to see otcr.

The correct output is Rls 24.24. The incorrect output is 4.50. It seem the only site I have this issue is the 4.50. I have a 4.0 that outputs correctly also.
