Hi,
Access, by default has a common workgroup file that is the same for all users.
If you change the passwords, then you can just replace with a new copy.
If you add users to the default, then you would need to recreate them, but if you do not enter exactly as the last time, they will be different.
Now, If you created a new/different workgroup file, then you must locate that older workgroup file, join that workgroup, then open the older version of the mdb.
Note: If you do join the older workgroup, make sure to rejoin the default workgroup when you are done, or all of your new databases (mdb)s will inherit the security of the older workgroup file.
Whatever workgroup you have joined, controls security and permissions of mdb that you create and objects that you create inside the db, such as tables, forms and queries are from the workgroup currently in use. This seems to be for Access 97 to Access 2003. I believe Access 2007 is different.
