Need to define a second scope?

I need to setup a second scope for IP addresses for another network. How will my clients receive the IP addresses from the second scope as opposed to the first?
 
can you explain the setup a bit? Same network segment? Multi homed server?
 
The network relating to the 1st scope is 10.42/22
The second scope should provide 159.182/22 so I will be routed to the correct network(changes will be made to the router interfaces to accomplish once the ip address is assigned)
 
If both scopes are configured properly and the LANs are separate and the server is a bridge then the scopes will only go to clients that can see the relevant NIC.

If both NICs and all clients are on the same physical LAN you'll give them out as they want.
