Need suggestions for doing text rollovers

I'd like to have a "tool tip" pop up when you move the cursor over a word. I've tried making them in Fireworks and insertinging them as image rollovers, however, the text on the second image is MUCH too small to read.

Do I need to use some Javascript?

Use thed "Show-hide layers" function. For example, insert the text you want to pop up in a layer, then "hide" the layer via the Visibility button. Then highlight your rollover--i create text images in FW for this--and use the Behaviours palette to "show" the layer on mouseover.
