Need some help with Control Panel - Display! 1

I've installed the trial version of XP Icons 3.0 on my Windows 93 SE. After a few days I uninstalled it, and now when I want to acces my Display feature in Control Panel I get the following message: Your system administrator has disabled Display control panel. How can I make it work? I don't realy want to reinstall Windows.
 
Try running SFC (system file checker) from start/run
extract and replace display.cpl.
also to see if this will work right click desktop left click properties... that will also bring up display properties
 
Run Poledit, File-open registry, Local User-Control Panel-Display. Make sure "Restrict Display Control Panel" is not checked. Click OK-Save-Exit. I have seen tools mess this up before. Hope this helps.

I can't find display.cpl anywhere on my computer. Where should I extract it?
 
Never mind! I maneged to restore the Display panel with Poledit. Thanks to you all!
