There is no Publisher viewer. However, this Microsoft article provides a few suggestions including downloading a trial version of Publisher. After the trial period expires you can still use the trial version as a viewer.

Try this tip - Google 'IEHV' - IE History Viewer, finds which web sites you went to, for archiving, etc. Saves in txt, doc, or html formats.
 
Since you're asking for View capability, why not just produce a PDF file, and let people use Acrobat Reader, the ubiquitous 'free viewer'. CutePDF is a FREE download that will let you create PDF's from pretty much any application with a print function.

If you are the one receiving the Publisher files and needs to view them, .pdf isn't an option.

The person who sends the publisher files to people who view, and do not need the ability to edit them, simply needs to circulate PDF versions, not native PUB files.
If you receive one, have someone with publisher make a PDF of it for you. It's not rocket science! Again, the person sending out the PUB files needs to send out PDF's instead.
No budget for Acrobat Standard or Professional ? CutePDF does it for free - home or commercial, FREE.

You might try to save te document or have the publisher save the item as a .pdf. You can use a free adobe reader to view the .pdf.
