I am looking for software that will forward the following non-http traffic.

MSSql, Oracle and Z39.50

I have heard about squid but can't seem to find evidence that it will forward on those ports.

Thanks

If you have a linux box handy you can use iptables to redirect requests on those ports to another server.

Thinking about it some more, why?

The dynamic nature of the ports used by the connecting process makes it very difficult. Like when the oracle listener forks a process on a different port to handle the actual user session.

I don't see the point.

delegate ( is a very simple proxy, it does most things (including socks) but is controlled by command line arguments

Sounds like what you really want though is a VPN (Virtual private network) ... to connect to another possible site ... you could try looking at OpenVPN ... there are windows, linux, MacOS, etc clients for it relatively easy to connect too.
