Need help with unknown virus

I have a virus that McAfee and AVG did not detect. Panda was unable to complete the scan. I get the following message/screen while scanning with Panda.

C:\Windows\Temporary Internet Files\Content\IE\XZVCHZ\THE UL~1.EXE
Eable Access? Yes-No-Heal
A-Always disable Access

The screen that displays this message is blue, very crooked,and only takes 50% of the screen. It looks like it is reading a floppy from the A: drive.

I am experiencing problems with IE like homepage changing, receiving messages that IE was no longer my default browser.

Any suggestions on what I should do since I am not sure what I am dealing with.

I have Windows ME, does anyone know of a website that I could download a bootup disk. Thanks again for any suggestions.
