I have a dell optiplex 2.8ghz 512mbram hooked up to a Dell 26" LCD tv. I would like an all in wonder card with all the bells and whistles but i mainly want to connect a cable box and use my computer as a DVR.

Can someone recommend a card?

make sure you have a free AGP or PCI slot for the new video card, then read some reviews for video cards at an online vendor that sells computer parts, and lets buyers leave reviews.
No better way to make a decision than to read what people have to say about the product you are considering.

The more I learn, the more I know I don't know enough.

To do PVR with your computer , check hauppage.com. They have either a PCI tuner card with MPEG2 encoder, or a USB2 decoder dongle that also come with software to make a PVR out of your PC. If it meets the requirements.
