Need help with Call transfers 1

In our bid to reduce costs from our service provider, we have reduced the Class of Restrictions on certain phones to COR 1. COR 2 can make external calls while COR 1 cant. However, one smart guy (with COR 2) keeps on making external calls and transfering the calls to others with COR 1. This has made a mess of our cost saving plans.

Please, is there a way (either through COR or COS) to restrict a particular extension/station from transfering calls?

We can't reduced his COR because his boss wants him to have it.

remove call app 2 and 3.
he wont be able to transfer/conference calls anymore. problem solved.

Fire the smart guy and send him a bill for the calls.
