need better template oriented design tool

I came across a website with some amazing templates, and the source said the GENERATOR was "Microsoft FrontPage 4.0". They were beautiful, wrap around style, with awesome graphics and JS rollover effects.

Now I have been getting acquainted with Dreamweaver MX but none of the dreamweaver templates I've found came even close to as impressive as these frontpage templates.

My question: if you want to build awesome looking sites in the shortest amount of time, is frontpage better to use than dreamweaver? I still haven't been able to get over that hill of being able to create awesome wraparound sites, but maybe I just haven't found the right dreamweaver templates. I'd switch to frontpage if thats the better choice.

The templates are built, then loaded into the programs. Are you any decent at graphics? Look at photoshop and imageready. Create your graphical site, then slice it up with image ready. All the table layout html code is created for you. Copy and paste into any editor.

Are you saying that those real flashy templates were purchased in photoshop .psd format and had to be manually transferred into html with imageready? Or can't you find awesome looking templates that are already in html format?

Now I assume thats a template that came with frontpage or came as a 3rd party template? In other words it was created by somebody who makes templates professionally, rather than someone who just designs websites, right? Are those templates made for frontpage in particular?
