I am looking for recommendation as to how to get this scenario completed:

I need to have a folder on the network that only 2 networks users will be able to access and see on the network. How do I make this happen where they are the only ones that have access to the folder?

try this:
create a folder --> right click on the folder --> sharing --> select to share --> then you 'll see "Permission" remove everything , and add only these two users
