NEC SV9500 PRI connection to SV8500

I've been trying to connect an SV9500 to an SV8500 via PRI connection without any luck. I program both sides and the cards link but the layer light flashes. Does anyone have any quick set up guides or some troubleshooting tips.
 
Using CCIS or straight PRI? Remember you have to have a T1 crossover cable and both sides have to be programmed the same ie.. B8ZS ESF one slave one master. Are you certified on these systems?
 
Straight PRI, i only have one license for CCIS on the SV9500. I am certified but the company i recently started working is waiting to get their NEC partnership activated.
 
There are switch settings on the cards. One side needs to be set as network. EX: on the PRT-A card, SW 24, 8 on = network.
 
Yes i have the SV9500 set as network and the SV8500 Set as user, Still layer is flashing
 
A flashing layer LED sounds like a physical issue. Usually it's on or off. Have you done any loop back test with switch settings and/or a loop back plug?
 
Thank you, it turned out to be a bad card on the SV9500 side. Thanks again guys
