NEC SV9100 PRI dial tone

Greeting,
when I dial a trunk with 9 I get a flat dial tone like an extension.
Everything works good, except dial tone.
The system is in the Balkans, it should be: tu tuuu tu tuuu, roughly like that.
The provider claims they can't change it, and I haven't changed it anywhere so far.
Can it be changed from the PBX side, and if so how?

Maybe try the different tones available for states as defined in 80-01-02...
