NEC SL2100 External Paging 2

NEC SL2100 External Paging.
This system is new with default programming - Every time I try to use the external page, I get a busy signal. It happens with the three paging groups (703-1,703-2,703-3)and the All Page. The internal paging groups work.

Is there some programming to make the external paging work other than the default programming?

31-04, 1-1, 2-2, 3-3. We usually turn off 31-06 chime tone. Connect to pins 1 + 8 on the RJ-61 jack on the 082 card.

That is what I have, but I still get a busy tone.
I have a butt set on pins 1 & 8.
Any other obscure programming that I may have missed?

10-60-03 sets it to the 082 card. Usually set to 1 for a card in slot 1. Make sure you have at least 2 phones connected if you are dialing the IZP + EZP code. Calling a phone that is not crossed in will give a busy tone.
