NEC IPS2000 T1-trunk to T1-trunk problem

Trunk-to-trunk connection does not work.

Asterisk <----T1(PRI)--> IPS2000 <---T1(PRI)--> PSTN

The caller on the Asterisk side via the T1 PRI trunk tries to call PSTN through the IPS2000's PSTN trunk, it gets intercepted by the operator.

What is the settings on the IPS2000 to enable the trunk-to-tunk connection? Is there a trunk guard timer to monitor the calls when the caller hangs up? Same thing happens on the SV81XX system.
