NEC Dterm Series i 16 button speed dial lights do not light up, help!

I use the NEC Dterm Series i phones, 16 button and I'm having trouble with the "speed dial" lights. I set up the one-touch buttons to speed dial extensions so when the person is on their extension the red light is lit up. As of right now, I program by pressing the Conf button, then the button I want to program, I enter the extension number and press Conf to SET the button. When I press the button to speed dial, it dials the extension but the lights do not light up. I swapped the phones thinking the row of lights are no longer working but that did not fix the problem. Any suggestions?
 
Thank you OzzieGeorge for your reply. But I still do not know how to fix this. Can you give me step by step instructions?
 
Do you have access to program the system (are there any passwords) and do you know how to? Also do you have the authority to change the system programming?
 
I am a "manager" on our system. I know how to get to the cmd mode on the handset. And I know a little bit on Matworks. Here's what I did...we have several extensions that are not in use so on Matworks I took the memory slot information, the one touch and speed calling station memory numbers on the unused extension and entered the information on the ext. that was giving me problems and now they work. It's still not a fix but a work around for now.
 
Give me enhanced MAT software for the 24000 anyday it give a graphical picture of everthing.
