NEC Aspire issues with new carrier

Looking for help on a networked NEC Aspire system. Recently changed carriers from Windstream to Charter. Prior to change had 4 Aspires networked using VoIP, allowing for station-to-station calling between sites and centralized VM. Since changing to Charter we have 2 major issues: no inter-system station calling and no pass-through of CID when callers dial a DID and Off-premise call forwarding is used to send the caller to a cell phone. Both items worked with Windstream. Does anyone know of any phone system programming that can accommodate Charter? I would have expected that, if Windstream could do it, then Charter should have been able to do it.

I have verified that all system and VoIP IP addresses can be pinged from all sites.
 
It sounds like you have 2 separate issues. What is the service for trunks? Just pinging IP addresses doesn't mean much, I would assume that the Public IP addresses all changed with a new carrier. Did all your sites cut over to Charter?
