NAV2004 fails after Qwest partition magic or Partition Comander

After changing the size of the partition using either of these products, The PC boots ok, but within a short amount of time a message indicating a shortage of memory. NAV 2004 was installed and operating prior to the change in partition sizes. Using msconfig to uncheck all of the norton start executes and pc is ok. OS is Win98 in all cases. Any suggestions would be welcome, thank
