my winxp machine wont connect to the internet

can any one help i have a windows xp system and it wont connect to the internet tried new modem still wont work dials just wont connect it is not my line because i have another pc and that connects can some one please help
 
What's the error? Also check event viewer for more info --> Start, Run, eventvwr.msc
 
Do you have an ISP established?
Are you using your ISP's s/w to connect?
Are you sure you are not dialing more or fewer numbers than you need to in your calling area?
Are you hearing a dial tone before you hear your modem dial?
Try calling the local access number from your phone--you should hear 3 tones.
Try using Hyperterminal to dial the local access #.
Have you tried to build a manual connection with Windows Dial Up Networking?
Try disabling v92 (if applicable) or adding 4 commas after the phone number you are dialing--it helps the modem and internet exchange info a little more effectively.
