My ti 4400 wont work with my computer

I just got a new XFX ti 4400 and tried installing it into my Dell Dimension 4550. When i turn it on, the system turns on and everything, and the monitor stays blank. I took it out put in my previous card, Geforce 4 Mx, and it worked fine. I've uninstalled the drivers and everything, and I know the card works because i have tested it on my other computer. Also I have a 250w power supply, does that matter?

What is the difference between the computer on which the video card works and the one that doesn't. I suggest that your answer to your question is there.
 
You sure have and underpowered power supply, although it shouldn't keep you from booting, it will cause you problems when running games, i guess... TIs are power hungry cards... I assume your new video card has TV-out enabled, so I'd suggest you unplug the monitor and plug a TV on the card and try booting... doesn't solve the problem but at least one can check if the card works at all.
