my Radeon 9700 Pro having driver issues with new PC

Hello,
This is the first time I've posted here, but certainly won't be the last if I can solve this problem. I just built a new system this week with parts ordered from New Egg. Here are the specs:

-AMD Athlon XP 2700
-Soyo KT333 Dragon Ultra Platinum Edition motherboard
-FIC A97P Radeon 9700 Pro 128MB DDR
-Kingston 512MB DDR 2700
-Maxtor 80GB Hard Drive with 8MB cache
-LiteOn XJ-HD166S 16x DVD-ROM
-LiteON 52x24x52 CDRW Model LTR-52246S

I booted up the system with Windows XP. But when I installed the drivers that came with the video card, suddenly the icons on the desktop were, well, blocky. It's very difficult to describe. Animation, pictures, etc. are blocky and pixelated. This is a very annoying problem. I have tried lowering the hardware acceleration and this helps the desktop, but when a game is running it runs great except there is a "layer" of blocky colors and pixels. It is extrememely strange. I have installed the latest Catalyst drivers and such and have reinstalled and reseated the card several times. However, nothing seems to work. PLEASE, IF ANYBODY HAS ANY SUGGESTIONS, HELP!!! I've been saving up for this system for 4 years and am very anxious to get it running at full performance.

I have a Radeon 97 pro too, have updated it with the latest drivers, and every thing. Every time I play sim city 4 it restarts my computer, on the highest settings. Also in 3dmark 2003 I get horrible frame rates.(5 fps on test 2) I have tried everything to get this card to work. So if you have tried every thing: New drivers, voltage ajustments, changing some of your PCI card slots, and if you are overclocking the FSB try lowering the speed. I had mine at 145, and had to drop it to 140, It caused the card to displauy crazy things and blue screens. If all else fail go to ATI and RMA it!
PS I have the same board as you.

Running a GA-8INXP with 9700pro and not had any driver issues at all, nor 3D Mark problems. Are you sure its a GFX issue ? Have you installed any motherboard drivers and updates ?
 
I got the latest bios updates, and drivers for the via kt333 chip set, as well as the latest ATI drivers. And still I get problems with High res games. I know this card can chew up some GFX. Have tried to move around you PCI cards? Are you over clocking any thing? Let me know and I see what I can do.
