My outlook is hanging at 96% on exchange

Im running exchange on an SBS server 2003, and just recently i noticed the little Exchange/outlook icon is always there. if i hold the mouse over it, it says Outlook is synchronizing folders. Then when i hit send/recieve the details box that shows your progress sits at 96% forever.

Why wont it finish synching?
