My NIS master Server is down

Hello Guys,

my NIS Master server gone down but My NIS slave server is OK.Now I want to built NIS Server again Please tell me what
I have to Do.
Meanwhile i want to create user in Slave server Is this possiblw if I create user in Slave server and this user will be accessable from another terminal.
