My DELL 2300 Server will not boot up!

I had the server off for a week while on vacation, and I tried to boot it up after I returned. It would start up, and begin booting, but would shut off after 1 minute. I would try to boot it up again, and then it will not start at all. HELP! I replaced the power supply, but the problem remains. If I wait for a couple of hours, I can again reboot it, but it only runs about a minute, at most. I did some checking, and it appears that the voltage that is fed back to the power supply from the motherboard that tells the power supply that all is well is not within the range specified. Is the motherboard bad? I disconnected every card, every accessory, but will not start up.
 
Is it possible something is making a short circuit somewhere inside the case?
