MWI on a 3300 via SIP

I am trying to light the MWI on a MITEL handset attached to a 3300. We are using the MITEL SIP stack. The "MWI LineSide..." document provides the following flow:

Client SUBSCRIBE
UAS ACK
UAS NOTIFY

What triggers the UAS to send the NOTIFY and to light the MWI? I am not using MITEL IVR functionality but rather my own VXML product.
